A business that builds homes to a specified point, then a client purchases the homes and finishes them.

We would help the client get permits in their own name, and show them how to be their own general contractor. We would be the primary contractor on the job, and would also provide advice for building.

i like the idea but seems every county/city/state has thier own weird regulations regarding outlets, pipes, structures, etc

how far completed are we talking here? if its just like literally walls with outlets already installed and all the buyer has to do is prep the sheetrock/drywall, put trim around it, flooring (carpet tile etc) install appliances (toliet, sinks, tub, stove etc) then yea might not run into too many code issues.
